Dear Friends,
At the "ProgrammeEN.pdfProgramme of the Belgian Presidency of the EU Council" one can see they are aiming towards an " Innovation Union" as a flagship initiative and intend to put some efforts to lower barriers of innovative ideas protection and administrative Simplification etc. I believe the main problem in this program is (as always ) maximum (to many) targets/objectives and minimum focus, which ensure insufficient resources ("short blanket") for the objectives. At the end of the day the outcome is underachievement of the programs goals or mediocre outputs in many fields. Research cannot settle with less than excellent !!!!
This is the essence of the inherent tension regarding R&D within political programs.

Jan, Andrea. I like your suggestions and you are correct we should be involved in this debate. The name is maybe something we can come back to but the content and the actions to support the principle of a 'European innovation Area' are what is important.

By chance I was reading the ERA report again the other day and one of the things that jumped out at me was that this needs to operate at two levels in the Union.
1. At the level of the Union
2. At the level of the nation state.

To my mind what is needed here is an Innovation Schengenland (IS) analogous to the border-free zone set up by Schengen. We need, as far as I can think;
1. IS Based on the principles of Open Innovation
2. Agreed lead markets
3. Agreed IS research priorities. (Grand Challenges to Society maybe?)
4. Real joint programming across IS
5. Competitive access to all(?) RDTI funding within IS
6. Agreed simple, common and consistent financial mechanisms (also trust)
a. Research
b. Innovation
c. Commercialisation
d. VC
7. Common research career structure and mobility
8. Common IP and IP protocols (perhaps and IS patent system)
9. Common (or equivalenced) ethics requirements
10. IS-wide Common Research and Innovation Information data structure and Platform

The list could and should be much longer.

Yes, I agree. The "Innovation Union" needs further investigations from our side - from EARMA. Research managers can make a difference. Just count how many we are all over Europe. Just sum up the public (!) and private funds in the form of salaries going towards RM. This is aour duty. We need to act.
In Maire Geoghan Quinn's speech (your links below work well, thanks!) there are the following aspects which address RM directly:
1. Culture of innovation in public services
2. More co-operation
3. Circulation of Knowledge
4. More funding for research and entrepreneurs
Ad 1-4: We started an preparatory initiative in 2009 in this respect: www.fundingforum.eu .
This was actually the reason why the former president blocked my access to the EARMA-web-platform and I could not sign up for Copenhagen last year - he said, the event was competing EARMA (????). What was very shocking. He never replied for more than one year to the eMails to invite EARMA as partner).
The goal of this International Funding Forum (IFF) was to get to the roots of the problem for a boost of European economy: FUNDS for Research and early stage ventures and shift knowledge about fundraising to the researchers and the companies. From my side, I can simply suggest to realise such conferences again, finally together with EARMA.

The word "renaissance" is very nice. But it is may be too much linked to history. What about a word specific to our century: Technomotion? Technomigration? Technovation? Summer greetings...Yours Andrea

Andrea, the webcast was at http://ec.europa.eu/research/index.cfm?pg=commissioner but it is gone to be replaced by a summary of the discussion during the summer.

One of the things that she did want to do was to create a new name for the framework programme that would capture the essence of research and innovation in the context of Europe2020. I found the 'Preparing Europe for a New Renaissance' to be a good place to start.

I already enterdr the Trust website since it was published.

I tink we all should work for enough flexibility in terms of the keeping the range ftom real actual costs to lamp-sum. Fot some of us real costs are headache and for others lamp-sum is a disaster.

Did anybody see the Commissioner's webcast the other day on what is going to/likely to happen. The discussion was populated by ...different... people, but she is looking for ideas. Can we help?
