THE EUROPEAN ASSOCIATION OF RESEARCH MANAGERS AND ADMINISTRATORS

According to Research Europe (24/05/2012) a large number of national and international research funders met in Washington to set up, what they are calling, the Global Research Council. The aim is to improve international cooperation by addressing issues of shared interest. 

I may be wrong, but I am guessing that this does not include the rules and regulations by which researchers take part in international collaborations. Is there a role for EARMA in highlighting this invisible 'shared issue'?
